My Westie will not defend herself. She is a gentle 10 yr. old female. She doesn’t trust being in the same room with the cat.
maybe you could try and distract the cat, play with her/him, tie some elastic on a stick with a bright coloured xmas ball or bell on the end, the cat loves it, sounds like she wants the westie to play bless them both

He just wants to play with her. My sister’s cat used to do that all the time to my 13 year old Misty.
