Your choice, here is some information for you to help

Jack Russells shed all year around and require constant brushing. These active little dogs make excellent companions and guard dogs and require a family that will spend plenty of time playing with them and taking them for walks. They are very people-orientated and are more suited to older children, but can happily live with young children so long as they are always supervised together to prevent them from hurting one another. Obedience training and socialization are important for a happy, healthy Jack Russell. Despite their small size, these dogs are not recommended for the condominium or apartment dweller unless the owner is ready to take on the daunting task of providing the dog with the necessary amount of exercise and stimulation.

The Westie is not a big shedder, but does require regular hair cuts, a busy little fellow, always ready for fun, he is happy, curious, affection and demanding and one of the friendliest terriers you will ever meet. They just relish in daily romps in a safe area (otherwise must be walked on lead), as well as lots of playtime at home. They adore the company of their human companions, but also have a strong independent streak and it would be advisable to firmly train them from when they are a puppy. They make fantastic pets for families and school-age children who want a cute looking dog with loads of attitude.

    Jack Russells are very high strung dogs. I don’t recommend them if you are going to be gone for 8 hrs a day. They shouldn’t be locked in a cage for that long. You would be better off with a Westie.

    45-60 minutes of exercise a day is not enough for a terrier. And both the jack Russell terrier and the West highland terrier (westie) are terriers

    I have a Jack Russell Terrier mix and we go for three 45-60 minute walks a day. And longer on weekends.

    We are constantly doing obedience training. And this is a dog that is almost never crated or alone.

    I am a housewife and soon to be stay at home mom. She is two years old so I have had 2 years to dedicate to getting her trained like I want her to be.

    Its find to be gone 8 hours as long as you have someone that can let the dog out mid day for the potty and perhaps a walk.

    Dogs that might be better suited.

    Italian Greyhound (they aren’t that active but they are fragile)
    The Dachshund (they are good dogs, they need a good walk, but they are easy to train)

    I really don’t know much about you but those breeds I suggested are based on your exercise limit

    Westie is probably the better choice. They do shed but since they are brushed regularly you don’t find hair everywhere which with short haired dogs you will. They need exercise & can be hyper but JR are wild hyper to the max dogs. If you don’t want a dog that is in constant motion, then JR isn’t for you.

    Jack Russells are very hyper dogs and should have a person home with it during the day; If you have live in an apt or a small place anyways. and they require a lot more exercise then westies.
    both of them have low shedding, and are easy to groom but you do need to trim a westie about 3 times a year.

    Westie: Needs a daily walk, but play time takes care of a lot of their exercise needs.
    Jack Russell: Needs a long daily brisk walk and a place to run.
