I am looking for a cheap puppy. I want this puppy which is female and take her to Taiwan. I live in Minnesota.
Cheap=bad. Buying a dog isn't something you want to "cheap out" on. What else are you cheap on? Food? Vet care? Training? Time involved?
It is extremely trying to ship a dog overseas. It requires a lot of paperwork, and a lot of time. I wouldn't suggest doing it.

Register with your nearby pounds in case someone brings one in. They are not a cheap dog as they are very popular. I suggest you keep an eye on the newspaper for someone who has to get rid of it dues to an allergy or something.

Westies are not cheap, to buy or to raise. Many health issues that are expensive to treat. They also won't tolerate the humidity of Taiwan, with all that hair.
You don't say if you are relocating to Taiwan but, if you are, wait until you get there and then buy a dog.
If you're just vacationing in Taiwan, the quaranteens and permits might be beyond you, financially, if cheap is your main goal.
All that having been said, google a westie rescue in your area and go visit the little cuties. You can generally get one for several hundred dollars or thereabouts.
